Quite what the story behind the flowers is, is anybody's guess. If Teletubbies
is a piece of Greek theatre (and the way the characters are, as Aristotle demands,
in service to the plot, in the most directly observable fashion (plot being
disseminated by the narrator and immediately obeyed by Teletubbie characters),
forms convincing proof that this is exactly what the program is) then the flowers
are the chorus.
